[arm-allstar] MSF5000 programming addition

Thanks to a contribution the MSF5000 RSS has been included in the
hamvoip-dosmisc1 package. If you've already installed this package,
just use option #1 from the admin menu to update. If it's not installed,
just go to a bash prompt with option #9 from the ADMIN menu and run:

pacman -Syu hamvoip-dosmisc1

Once completed, you should find a new \dosprogs\MISCMRSS\MSF5000 folder and
under dosbox, C:\MISCMRSS\MSF5000 which includes these tools.

in the hamvoip.org howto Notes, setup and software.

There is currently programming for the following:
