[arm-allstar] Stats server

I just want to remind everyone that the stats server while nice to have is
NOT necessary for Allstar connections. On a day to day basis I seldom use
it. It seems a lot of users get in a "tizzy" when it is down. Apparently
many check there to see if their node is working. Just because your node is
not showing up in the status server or the status server is not working
does not mean your node is down. If you node is registered and you can look
it up in your local /tmp/rpt_extnodes file or using dnsquery <node> then it
is working. RPi 22/3 V1.5 users can use the check_reg.sh command to check
this. You can use lsnodes locally to see who is connected to your node.
