[arm-allstar] Updated environment file howto

I have updated the Allstar environment howto to reflect the latest changes.
It is in the howto - software section at hamvoip.org.  Here is a direct

There are some new variables that were added in the last update. They will
NOT be in your allstar.env file. This is NOT a problem. Absence means they
are enabled. If a particular variable is not in your allstar.env file and
you want to disable it you must enter the variable as shown in this howto
with its value equal to "disabled"
