[arm-allstar] TX loop

Yes, in usb (not inverted) and COS shows clear and Keyed when I use an
outside HT to the node.

When the loop happens, I see a fast toggle of COS comp, COS input and PTT.
 (Radio I am using right now is one from George.)

It doesn't always loop, it can be keyed up 10 times and act normally.  Then
a loop on next keyup.
