[arm-allstar] disable asterisk autostart on boot

Comment the line in /etc/rc.local that calls Asterisk. Add a # at the
beginning of the /usr/local/etc/rc.allstar line as shown below. On next
boot it will not start.
# rc.local file
# Starts Allstar
echo -1> /proc/sys/kernel/sched_rt_runtime_us
#/usr/local/etc/rc.allstar
exit 0
