[arm-allstar] AutoSky, A Skywarn script for hamvoip

Wade,

 At the moment it is limited to one county. It is not designed to do
multiple counties as each would have to have a voice county designator and
it also could get bothersome to have that much traffic. It is something to
look at in the future but this is officially used in Louisiana for their
skywarn. I imagine if you have multiple nodes in an area that span counties
you could have each do its own county.
