[arm-allstar] AutoSky, A Skywarn script for hamvoip Allstar

Announcing AutoSky, a simple script to download and announce NOAA alerts on
you node. It runs on version 1.5 and has very minimal impact on memory or
CPU usage. Complete download and setup information is in the howto on the
hamvoip.org web page or directly at this link:

Autosky downloads as a package not as an update to the system. You have the
option of downloading it.

AutoSky is very easy to setup and use. It gives short simple verbal alert
messages for your county on your node utilizing the tailmessage command.
The howto gives detailed information on use.

Hopefully it will be of benefit to those in severe weather areas especially
at this time of year.
