[arm-allstar] tx_timeout time

When I set the tx_timeout in the rpt-conf to 140 seconds and then measure the actual timeout time, it measures approx. 195 seconds.  I was wondering if it is normal to see this type of difference in the setting and actual timeout time?

To measure the time, I have two nodes connected together and simply key one node until the second node I set the time to 140 seconds times out.  Maybe that is not the correct way to make the measure, or maybe I have something else set wrong.   Any idea’s?
