[arm-allstar] Turn Off EchoLink

Easiest way to do that is to set up another node in rpt.conf and connect your Echolink to that. Make it a node in the private node space (starting with the number 1). I put mine on node 13, for example. This way, you can disconnect Echolink and reconnect it at will.
