Verizon (and I assume the other cellular networks) use CGN, or Carrier
Grade Network Address Translation. This makes your hot spot the second
NAT. You would need port forwards on both the hot spot and Verizon CGN
router to allow inbound connections. They don't offer this, but as
stated before they do sell static IPs to get around their CGN.

Their IPv6 network is not NAT'd, but it is firewalled to block inbound
connections.

You can use OpenVPN to provide a path for inbound connections.
I've had good luck with this on Allstar systems.
