Allstar is using Asterisk for this now, It has quite a bit of capability, so I
expect that a lot of what you are thinking of is available out-of-the-box.
I assume that the current allstar system has a way to have multiple radios
combined and send a PTT signal to only one of them.
we would need to insert the mixer module to place the sound (and possibly tweak
it) somewhere in the path. I don't know if it makes the most sense to do this on
the radio side of things (which means everyone connecting would see the same
layout) or if the individual audio can be routed to the 'user station' and mixed
there (allowing multiple people to connect to the same radios with different
'layouts')
One Pi is only going to be able to interface with X number of radios, so the
final solution is likely to involve multiple PIs networked together.
In my case, the number of frequencies needed is few, so I can get away with not
controlling the radio frequency in software, but it would be a very nice
addition to be able to route frequency/channel info through the multiplexer hub
as well.

P.S. with a configurable multiplexer like this, audio is audio no matter what
the source. We should be able to add in music sources (that get muted when a
conversation starts), and it should not matter if an audio source/sink is
hard-wired or via bluetooth.
