[arm-allstar] Link to repeater "ping-ponging"

I just got my first node up and running (Pi2/URI) and it works great,
mostly.  As a long-time Echolink user I'm blown away by the audio quality
as well as the functionality.

When I tune my link radio to the local repeater, Allstar and the repeater
get into dueling squelch tails, bouncing back and forth.

What parameter do I need to change to fix this?
