[arm-allstar] Setup on GE Mstr II mobile

Hello,

I am trying to help a friend setup the latest RPi image of arm-allstar for
use with his GE Mstr II Mobile repeater.  I have run through the scripts
and I end up with just static on the repeater output.  I can connect to
other nodes but then I end up sending static to them!

I suspect that this is a COS issue and I cannot get CTCSS working using
DSP.  The default scripts do not list DSP as an option for squelch.  Since
this repeater does not have a PL board or a squelch adjustment knob, we
need to have DSP handle it otherwise the repeater just repeats static when
activated.

Can this be accomplished on arm-allstar?
