[arm-allstar] Version 1.3 Weather Script Howto

This appears to be just weather report information in general (current
conditions, forecast).  I would have to become familiar with the Canadian
Weather Service and how they report weather alerts.  As far as reporting,
the Underground Weather does the same thing with more flexibility.

So, bottom line, I am not sure how Canadian Weather Service handles the
weather alerts or if it's even like the US National Weather Service.  I do
like how the* xml *data contains current conditions, forecasts, and almanac
information.  But as far as current weather conditions, the Underground
Weather Stations are all around the world and there is no reason to change
this.
