Doug,
You are a patient man that knows the software. I did use an ACID
extensions.conf file from a previous setup to avoid typing. When the
dial plan loads so do the problem stanzas. Everything seems to work as
it should in my system, but to quiet the /var/log/asterisk/messages log,
I think I'll get another card and reconfigure to stock and then add in
the needed extensions without bringing in the useless stuff. 

So the problem "wget" lines came from ACID stock extensions.conf. Thank
you and know I appreciate all you do!

 Ron,

 We do NOT support portal config. If you have mixed files with other
distros that might be the problem. That is something you should not do.
Other than that I have no answer.  There is no "allstarlink" reference
in any of the source code and nothing has been changed in the
pbx_config.c file. I have never seen this nor has it reported before.

If you are using totally stock RPi2 V1.0 code and seeing this perhaps
you have a bad SD card load.

There also is no /var/log/messages in our distro. I think you mean
/var/log/asterisk/messages?
