Yes, Caller ID spoofing can be done on most digital phone circuits like
PRI (aka: a fancy T1) and ISDN. VoIP calls can also contain Caller ID
info. Typically, standard old copper analog POTS lines can't be used for
spoofing.
Now, the key is whether the upstream phone provider allows the caller ID
info to be transmitted on thru their network---many DO allow it,
particularly for a fee.
However, be aware that legislation was passed in the USA (the "truth in
calling act") making it illegal to use caller ID spoofing for various
negative activities.
