[arm-allstar] allmon

The Allstar node does not "run" Allmon.  Allmon runs by itself and gathers
data from the node if that is permitted in manager.conf.

You can put the Allmon html server on a separate computer and gather data
from as many nodes on as many computer as you like. It's very flexible.
