If you are running an Android phone, the IaxRpt app in the Google play store sounds a lot better than Zoiper and pretty easy to setup.  Check out w0fcm.com/welcome/android-iaxrpt

  I will have to admit I am not a regular user of Zopier. I have set it up
and used it but I don't particularly care for it myself. Others have used
it successfully.

I don't know what error 13 might be but what I would suggest is log into
you allstar box and then go into the asterisk client,  asterisk -rvvv  at
the Linux prompt. That should show you messages as you are doing the
connect. If you see nothing there then the connection is never getting to
that server. If you do get a message it would be helpful to see it.

If you never see anything in the client then somehow the route is not
there. Remember when using a smartphone you could be in either wifi or cell
mode. If you are using wifi then you would used the local IP address of the
Allstar node you want to connect to. If using cell (make sure wifi is
turned off on the phone) you need to use your current public IP or dynDNS
name if you have one. Also port 4569 would need to be forwarded in your
router which you probably have already done.

You can also download the PC version and eliminate the phone. In that case
you would use local IP addresses.

Others on here that are regularly using zopier could probably give you more
assistance.
