[arm-allstar] Nano Allstar Interface Howto

I have place a preliminary howto for building the Nano interface on the
hamvoip.org website in the howto hardware section. This shows a homebuilt
interface for one node. While it is preliminary it shows the required parts
as well as sources so if you are interested in building the project you can
get started. There is also a link to a site where pre-made boards will be
available in the future.

Testing software will be available for this project soon and a link for
