[arm-allstar] IMPORTANT README for Version 1.02 Beta RPi 2-3 image

I have added a README file for the 1.02 beta release for the RPi2-3 to the hamvoip.org web page. The link is just under the download link for the 1.02 image. The README also includes the information for adding WIFI on the RPi3. It is important to use the downloadable package for WIFI as described in this document.

It is important that you read this document if you are using the 1.02 code.

This information had previously been published in the this forum but since many people apparently missed it I am including it on the web page.
