Turning telemetry off does not stop the ID. If you just want CW id then comment out the voice ID in rpt.conf - idrecording= ... (put a semicolon before it) and just have idrecording=|iDE WA3XYZ/L - of course with whatever call you are using. You would probably want to set idtalkover= with the same thing. Then you should just have CWID. Having no ID would not be legal.
Is it just the voice ID or something else that is going out you don't want?

I'm not really sure where to look. I'm converting my simplex node over to a link radio into a repeater. It's the same band so the radio can stay.
I've changed:
dueplex=1 to =0 in rpt.conf
My simplex node would play a voice announcement that said my call, town, and state. Seemed like every ten minutes regardless of activity. I looked at beacon and that =0. I'd like to turn this off and only have my link radio ID to make the FCC happy.
I've also already have the telemetry all turned off on telemdefault and holdtelem when I was running a simplex node
I don't want my link doing all the bleeps and bloops. I just want it to take the traffic from the interwebs send it to the repeater and anything the repeater does to go down the information super highway.
