[arm-allstar] Playnews

I have updated playnews to take into account the ARRL holidays when they output a smaller html file instead of an MP3. So it should be seamless now. It just exits if not a valid size.

Give it a try before next Friday. It should just download the file and exit.

I will update the link on the web page tomorrow.

The playnews script from hamvoip went to play tonight and it acted if there was no file. I went to manually exucute it and it appears to not be getting a file.
Could this be because ARRL didn't post "new" news due to the holiday?
