[arm-allstar] Stop - sayip during boot on RPi2

Is there a toggle to stop the "sayip" script from running during boot on 
the RPI2?

I looked but didn't find an easy way that I was sure wouldn't cause 
something to hang or error during the boot sequence if I removed/renamed 
it.

Not a big issue but when tied to a repeater port there is no need to 
subject users with Allison's long drug out voice. Especially when the 
message has no meaning for users.
