OK great. You probably could avoid using the relay as the COS into the URI is a fairly high impedance. All you need is a point that goes low - close to 0 volts - on PL signal. The relay was probably used to key a PTT circuit and it was an easy way to isolate things.

So I found a midland document for converting one of their radios for repeater service. It basically involves using a point in the radio that follows valid PL a few reistors, diode,  FET, and a relay. This will provide a solid contact to ground for COS. 
That should be good enough. I hope!
