Anybody that works on repeaters should be familiar with this site:

Here is the page with the description of signals in the MSF5000:

The two pins you are looking for are pin 2 on the MRTI connector and Pin 
8 on the TTRC connector.  Jump these together and the PL encoder only 
works when there is valid RX activity.

The boards are silkscreened so you can easily find the connectors and 
pin 1 is always marked with a little triangle symbol.
