[arm-allstar] Telemetry

Those two lines are the default on the BBB release so unless you changed them they should already be there.

This is what I run...

holdofftelem=1
telemdefault=2


It will wait a second to say the telemetry and after about 2 minutes you won't hear any telemetry...
