[arm-allstar] Time out timer and watchdog functions

Hi Dave,

Did you confirm that the BBB was locked-up and unresponsive?

There is a setting to enable the hardware watchdog timer in the BBB, for
release versions 1.2.1 and forward--See the file:

/usr/local/etc/allstar.env


In this file, set the parameter: export WATCHDOG="enabled"


However, like my first question, the watchdog won't help if the BBB kernel 
hasn't crashed.  If the issue is related to Asterisk/app_rpt or hardware 
TX telemetry, another solution will be needed.

Also, if the BBB did "lock up," my first area of suspicion would be the 5V 
power supply.
