Simpleusb does NOT decode PL. That must be done in the radio.

The CTCSS and COS (pins 7 and 8 on the DMK URI) are just data bits that are read from the FOB. You could just as easily use the ctcss pin and use ctcssfrom=usb or usbinvert and set carrierfrom=none. We just always use COS to be standard. The COS line from your radio must follow a valid PL signal (decoded by the radio) and tell the Allstar code via the COS input on the fob there is a received signal. There are some special cases where both COS and CTCSS could be used in conjunction with each other but that is rare.

Use a radio that encodes and decodes PL, Find a point in the radio that changes state when receiving a PL signal. Connect it to the COS line of the FOB and set carrierfrom= usb or usbinvert

It is that simple.

I think it does.  I think you are saying that the COR and decoded PL signals are to be combined in the radio (or someplace else) before being presented to the COR input to app_rpt.  In my case the COR input on the usb fob.
If this is the case, what is the purpose of the CTCSS input in the fob mod instructions that is separate from the COR input?
Since there are separate inputs for CTCSS  and COR on the modified usb fob I thought there must be a variable to set in rpt.conf to set Rx Active = (COR + PL).  And maybe even Rx Active = (COR  or PL).  (Note to others:AFAIK Rx Active is my made-up variable and not a Asterisk/rpt.conf variable)

I’ve looked all over and can’t find the method to enable the need for Rx PL when using simpleusb.  There is a diode labeled for that function in the fob mod instructions and opening or grounding it does nothing.  All I can presume is Rx PL defaults to off and COR to on.  While I’m asking, is there a way to disable the COR requirement?  This is useful if you just want to run PL squelch control only.
