[arm-allstar] Allstar setup

Thank you Dave, please do when able. Am getting audio from the URI to the
radio, but do not appear to be getting audio from the radio to the URI.
Verified with a scope that the audio from the radio is getting to pin 21 on
the URI, but not seeing it on simpleusb-tune-menu item 2.
Getting close with some help!
