[arm-allstar] voice announcement whiling using cop commands

Thank you Tim and Doug for getting back to me on this!
Its not just the node disable command that does it, all the "cop"
commands I use is making a global announcement.
I have control of all the nodes that are linked in to me, is there a way
to disable global announcement coming in the links but still have it
work locally?
