[arm-allstar] no audio from the weather alert scripts

I have an issue with the wx alert scripts on a Pi2.  It gets the weather 
alerts and creates the audio files but when it plays there is no audio.  
It keeps the repeater keyed while it "plays" the audio file but no audio 
comes from the repeater.

I re-ran the wx_config.sh script and gave different audio values trying 
to see if that would make any difference but it did not.  It works on 
the bbb but that is completely different versions for the wx scripts.

It appears that the audio file is being created with no audio level.  I 
copied it from the Pi2 to the bbb and played it with the same results, 
no audio on the bbb.

Are there any known issues with the wx scripts?
