[arm-allstar] Beagle Black available at MCM

Yep - I ordered mine from MCM last Weds (June 25th) and received it on
Mon (30th).

I got my AllStar node running on it last night. It seems to be
basically working fine. I have some details to work out, such as that
it doesn't seem to be announcing user (WebTransceiver) connections ..
but I assume that must be a config issue, since the interface to the
URIx is performing all of the needed functions in other contexts. I'm
using usbradio, because I had that working on x86, and just copied
over the usbradio.conf and accompanying "tune" file, and it "just
worked".
