[Arm-allstar-irlp] Unable to link to REF9100 or any WinSystem Allstar hubs

Suddenly, I haven't been able to link to IRLP REF9100 or any WinSystem
AllStar hubs.

Oddly enough, I can link to any of the channels on REF9100 other than "0".

I have no trouble links to any other IRLP reflector.

I haven't received any email from the WinSystem operators about being
blocked.

It isn't the end-of-the-world not being able to link to 9100, but the
Allstar hubs?
