[Arm-allstar-irlp] IRLP audio volume randomly decreases

Using supermon, click "IRLP Log" after a connection and you'll see 
something like:
...
Wed Feb 13 09:24:07 PST 2019 [connect_to_reflector] Reflector 
ref907/Ch-5 CODEC chosen is ADPCM.
...
