[Arm-allstar-irlp] IRLP Beta

I think this list is basically formed now of those interested in the IRLP
gateway in the hamvoip code. I wanted to inform you that the beta release
is close but unfortunately Dave's dad is very ill and that has set us back
in the release. I know it has been awhile but we will get there. An
announcement will be made here as soon as there is a beta release.
